How deep should control joints be?
Joints should be cut to one quarter to one third of the slab thickness. For a 4 inch slab, that means 1 to 1.5 inches deep. This creates a weakened plane where cracks form out of sight inside the joint.
Can you cut through rebar and wire mesh?

Is concrete cutting dusty?
